I'm not sure there's a way to "tweak" the ending that doesn't change the entire story. Granted, that particular plot thread is the one that always snaps for me as is.

post-911 we know now that a huge tragedy befalling New York isn't enough to unite the world.
I skimmed the screening reports so I don't know whether that issue has been dealt with or if they just went with an alternate
monster for the space-squid
. I may or may not be able to make it all the way to march without finding out.

but keep in mind that it wasn't
just an attack on New York, it was an attack on New York from an absolutely outside the earth threat.
Given how they presented
international relations in the novel, I think a conventional attack on New York wouldn't have done anything but escalate things.
