Maybe. Although most people would find an evil hairless cat too hard to believe.

Ooh. The hairless Terminator cat can be a good Terminator kitty, set to protect John's dog from the evil Terminator, um... Persian cat. Or perhaps a ferret.

Thrive to spite them

A cute little evil terminator kitten. One of those super fluffy ones that would end up on cute overload. That would be the evil kitty. It would work becuase everyone would think "oh! cute little kitten!" and go to pick it up and cuddle it and then hiss swipe swipe little sharp Terminator claws to the throat.

That would leave the FBI scratching their heads. And then the hairless cat would be the good terminator kitty and have to overcome the prejuidice of looking different to save people.
