Are you asking because of the first ep of the new series? My take is that no, he doesn't have any specific feelings for Gwen. Jack wants everyone for himself, is all. He's selfish that way.
Torchwood 2.01:
I think that also there's the whole thing where in the beginning of the first series, Gwen remarks on everyone's lack of significant others. She remains the only one with a stable (more or less) relationship outside of Torchwood. I think Jack would be happier in general if his worker bees didn't have too much in the way of external ties, and getting engaged is a big one.
It's kind of hard to parse with all the importance that Rhys had in bringing things to a head at the end of last series. Rhys is somehow emblematic of the real world, of everything they had to give up to be a part of what they do. And Gwen hasn't given him up yet. The engagement during Jack's absence speaks very strongly of her refuting the need to be pulled completely into Torchwood.
But part of why I think Jack doesn't want the ties is because of the risk factor. Gwen can make the call for herself as to what level she wants to expose herself to, but right now she's making it for Rhys, too. Her job puts Rhys in danger, and he doesn't know it, and he doesn't know why. That's jacked up.
I'll be anxious to see where they go with it the rest of this series.

I'm pretty sure there's a shot of Gwen and Rhys going down into Torchwood by the visitor entrance. So I think Rhys is going to find out more about it this season.

Liese, I agree with everything you say. I think both of our forces are at work here.
Also, I definitely heard a line from him in the preview.
That tallies with what I read in an interview with the actor.
Owen's had sex with men and women, when he dosed the girl in the bar with the alient pheromones her boyfriend started after them so Owen dosed the boyfriend as well and had sex with both of them.
Owen didn't have sex with both of them, it was a ruse to help him escape. I have the feeling he's pretty squarely hetero, actually.
