If I don't have any background knowledge of the DW-verse, would I still be able to follow Torchwood? Would it be possible to enjoy Torchwood separately from DW?
Follow, yes. But if DW leaves you cold, I'm not entirely sure you'll feel differently about TW, which is an entirely different show, but cut largely from the same cloth. With gay sex.

Finally getting caught up on SCC and I'm really liking it (I mainlined the first two just before tonights episode - I get to watch in real time; haven't done that for a while).

I tried "Doctor Who" and couldn't get past the 8th or 9th ep of the new first season. I have watched every ep of "Torchwood" and enjoyed them mostly.
Just go along for the ride. Not a lot to worry about with regard to overlap.
