I think John realizes that Sam's able to make his own life, is still young enough to get an education and a job, whereas Dean, with his record and lack of job history or formal education, is pretty much screwed in terms of legit stability.
Oh, John. (I'm still behind. Couldn't SKIP this stuff. Sigh.)
