I think John realizes that Sam's able to make his own life, is still young enough to get an education and a job, whereas Dean, with his record and lack of job history or formal education, is pretty much screwed in terms of legit stability.

You know, you really can't make holy water by dropping a rosary into it. I think you havae to be a priest to bless it, and John Winchester is many things, but priestly is not one of them. Oh, the magical catholicism of this show.
