The first aid class that I took was pretty clear that you should never use a tourniquet unless absolutely nothing else worked, it had been bleeding even through the pressure and elevation for a good while, and there was absolutely no way to get to a hospital. (Pretty much all first aid courses now are focused on learning how to figure out whether an injury requires medical attention, and how to stop the injury from getting worse until the medical attention gets there. You've got to take special "Wilderness First Aid" courses to learn stuff like how to wrap bandages and stuff like that.)

Apparently not--it says anyone can join.

Oy. But having done that, it doesn't seem I can join a McGill network without a McGill email address. Dude, I'm old. Where would I get one of those?

eta: Huh. I can register for one at McGill! How lovely and first world. Won't end in edu, though.

They asked me for my student ID number. I really wonder if what came to mind was it.

Oh, interesting.

The network thing is a bit of a pain. I was able to join the network for my current school fine, but I can't join the network for my undergrad school without an email address from them, and they don't do alumni email addresses. (Or, at least, they didn't.) (edit: huh. they do now. I wonder when that started.)

Tangenty, I belonged to a credit union in San Diego. Rocked as a bank and you just had to live there to join. So when I moved, I asked how long I had before I had to close it. Turns out you need to live there to join but once you have? Forever and ever baby. They are still my bank.
