Gail Simone? Personally, I'd really like to see Alan Moore go at it. He always seems to understand the essential core/mythic worth of iconic characters.
Simone has the dialogue touch needed, for certain.
And I think that, when he's not Banging the Issue Stick, Winick can also balance the funny/serious as required. Peter David (who has worked in the 'verse before) would also be an excellent choice.

I think Jane E. has been the most successful comic writer out of the ME stable, after Joss. (Success here meaning "knows how to write for the medium.")

If we wanted a bleak, action-oriented take on the characters, Ellis would be a good choice. And Jamie Delano could bring the über-creepy. Also, the proper voice for a self-absorbed iconoclastic Brit with no compassion, if they wanted Spike for a guest appearance.
Joss better not mess up my Runaways.
