Admittedly,
Superman's "make a move" has the potential to be lightning fast, but it's so rarely shown that way. Which bothers me, to be honest. And that's assuming that
Superman would have gotten four so quickly -- I know what they were doing to Dr. Light, but it didn't at all seem obvious.
I'm not thinking that
Superman was there, nor that Batman can take Superman in a fight -- just that, as depicted, the panic would have worked just about as well for anyone, not just a mortal.
You're probably right. Like I said, it all depends on the day. It's doubtful Supes would have reacted the exact same way as Bats, or that they wouldn't have been immediately deferential to Superman's superness. Which happens sometimes. For that matter, Green Arrow's already hinted that Supes may well have an idea what's happened, and turned a blind eye to it, so who knows?
