Well, ita, that's debatable. I'd have to say it would depend on the day. Superman IS vulnerable to magic, and he's more inclined to hold back than Batman is, so it's possible. But even vulnerable to magic, it's still a toss up.

From the scenario I remember, didn't all it take was getting the drop on him coming in? Hero teleports up, puts two and two together, gets mad, makes a move, gets frozen. Admittedly, Superman's "make a move" has the potential to be lightning fast, but it's so rarely shown that way. Which bothers me, to be honest. And that's assuming that Superman would have gotten four so quickly -- I know what they were doing to Dr. Light, but it didn't at all seem obvious.

I'm not thinking that Superman was there, nor that Batman can take Superman in a fight -- just that, as depicted, the panic would have worked just about as well for anyone, not just a mortal.

You're probably right. Like I said, it all depends on the day. It's doubtful Supes would have reacted the exact same way as Bats, or that they wouldn't have been immediately deferential to Superman's superness. Which happens sometimes. For that matter, Green Arrow's already hinted that Supes may well have an idea what's happened, and turned a blind eye to it, so who knows?
