On Nightwing? I don't think so. For one thing, Diamond actually had superpowers.
Well, it just seemed like they had similar (or maybe the same) symbols, long hair, and where Nightwing covered up the top part of his face, Diamond covered the bottom part. But I haven't read far enough in Powers to know much about Diamond's powers, except that he had them and now he's just really strong.
So sad about the mullet...
I've been reading the Grant Morrison JLA stories every now & then, and Superman is sporting a mullet to put Macho Man Randy Savage to shame in some of those.

Errr, which panel? Imayhavealreadymadeit. You should be able to, on a PC, right click to save the image to a file. I expect there's a similar context menu for the mac, but I've never used it.

Yeah, character's totally different, but the costume's blink-making similar to the toon variation.

I'm blinded by that polka-dot shirt in my Ties that Bind TPB. After that, the mullet looks almost charming.
Though I will confess to a certain fondness for the 'toon mullet.
