Still, a number of heroes were completely unaffected, such as Robotman, Starman (Will Payton version, because he had become entirely not human,) All the Green Lanterns, Martian Manhunter, and of course, almost anyone entirely without powers (although the virus CAUSED a few people to manifest latent powers, such as Max Lord.)

The Ultimate-verse seems to be expanding mutancy -- Spiderman's some sort of forced mutation -- is that true in normal Marvel?

Well, regardless of whatever the metagene had to do with him (them?), you really don't want someone who can turn people into newts with a blink to be having seizures and psychotic episodes.

Lamarckian magical powers, though they've since hinted that she might also have inherited something from her mom.

The Dominators really miscalculated in that almost all of earth's REALLY powerful heroes (Superman, Wonder Woman, J'onn J'onzz, all the Green Lanterns) weren't affected by the bomb.

Not really, but it makes far more sense than otherwise, because really, I can't see how there would be a fundamental genetic difference.

So I read Tim Drake, Boy Stalker today. I loved all the Two-Face business, especially the mindgame between him and Batman as they both try to play each other while admitting their being played. And of course, he's the perfect villain for a story that focuses on recreating the Dynamic Duo. I'm still finding it really hard to imagine a twelve-year-old fighting crime, though. It'd be like Encyclopedia Brown getting his name by throwing encyclopedias at his enemies.
