Batgirl's hair is black -- she is half-Asian, I'm pretty sure, or at least drawn in a way that strongly suggests that.
Wonder-Girl Cassie has been both black-haired and blonde.

In recent Green Arrows, Connor Hawke looks white. Though they still make Tiger Woods jokes about him. Because he's a one-man melting pot.
Cass is half Asian. As Michelle mentioned, her father is David Cain.
