He grew up in Britain part of his childhood so I think he's got a clue. Also Ripper didn't sound like it would need much in the way of special effects. It was going to be more mystery/psychological/dark than Buffy.

Now, whether or not they'll actually read/buy it is another thing, but they have a policy in place.
