What would I have to learn to start working on a filter?

I put this in Bureacracy, but I really don't think we have to vote on it-- so I am putting it here too.
I think we need an HTML page that a) lists the voting procedures and b) lists the items that have coe up for vote, the date and whether tey have won.
I can do the text some time this weekend if someone can proof me, as I am the world's worst typist. I also may need someone to make it funny!
Anyhoo-- do we feel that making a new page is something we don't have to vote on?

I don't want this to get lost and I am dead serious. What does someone need to know? I am ready to ask favors of people I know. I am ready to start learning stuff at night and on weekends.
