Actually, in a surprise series finale, it will turn out that Mr. Muggles is the genius behind all this. Dr. Suresh (senior) was just fronting for him. Sandra, since her memory is pretty much shot, never realized that the "dog shows" she was going to were actually Mr. Muggles mind-controlling her while he caused all the heroes (and villains) to come into being.

I don't think so. I completely missed 'Mr Muggles to the rescue!' this time. But then I was pretty much only listening to the episode (on nbc dot com) as the picture kept lagging behind the sound.
