That's my thought - that this was part of her excellent plan to keep Peter safe. I wonder why she doesn't know that it worked. . . or does she?
That would explain why she didn't have a reply when Nathan was talking smack to her. She's letting the guilt build up to critical mass so she can hit him with a You Should Have Trusted Your Mother nuke when he finds out Peter is alive.
