I think Peter's power is probably best termed Mimicry. Rogue absorbed powers, but the absorption was (except for Ms Marvel) temporary, and took the power from the absorbee.
I want Peter to go around noticing that clocks aren't keeping proper time.

The DC Heroes RPG called it Adaptation. (As applied to the robot villain Amazo duplicating the powers of the entire Justice League.)

Yeah, I think that's his nature rather than a power. Unless he picked it up from an actual empath.
I took it to refer, in Claude's use, that it did refer to his power, just in "you are a _____" terms, rather than "your power is _______"
Peter met Sylar at Homecoming.
I know, but Sylar was way more powerful with many more powers at the end. He also met Sylar in Mohinder's apartment. It's hard to see how Peter can't not always have the advantage. He will always have his enemies powers; he just has to realize it.
I wonder if Peter got all the powers that Sylar had or just the one that he was manifesting at the time.

Just that. He was waltzing around invisible for a few minutes without even realizing it when he first met Claude. Once he realizes he has a power, then he has to learn to consciously control it.
