Question:

There has been another kerfluffle (minor, admittedly) in the Angel thread with Zoe and some other members. It's certainly not the first time it has happened.

While it wasn't a big deal, I would like some help in understanding when the official warning system kicks in. If there is never a Big Thing, but many minor things, does that start the system. Because, if it does, I'd like an official Stompy/PTB warning.
