Plasticing the windows should help but I have to say that my old boiler kept this uninsulated apartment warm enough. I think that they should have replaced it with something that works at least as well.

sumi, I just spammed your LJ with relevant links -- the Municipal Code for your town specifically says that a landlord MUST provide equipment that adequately heats the apartment. And it also defines what an "adequate" temperature is -- between 6:30 a.m. and 10:30 p.m., it cannot be below 65 degrees, and between 10:30 p.m. and 6:30 a.m., it cannot be below 60 degrees..
There is nothing legal about your living situation right now, and you are legally allowed to go to a hotel and take the amount out of your rent.

Sumi, this time last year when my apt was too cold I slipped a copy of the municipal code and a record of dates, times and indoor temps under the landlord's door. Things got better after that.
