I think that pedantic time-dude is being childish, and that responding snarkily will just reinforce it because then you're being childish, too. And I would definitely want to be snarky in that situation, but if you want the behavior to stop, I think it is probably worth saying, "Did you understand that I was asking for you to tell me the time, if you knew it?" You have to do it in as calm a manner as possible, which will require some self-control. If he says "No, I really didn't know," you can roll your eyes but still say, "Well, now you do." If he says, "Yes, but -- " you can say, "So why didn't you just tell me?" I *think* that calling him on it that way gives him the fewest ways to evade the fact that he's deliberately being a jerk. Because the shtick is based on him being able to deny that it's deliberate.
