He's quite the jackass. Need you remind him of the toxic waterfall? Or that business mail forwarding is EASY and any organism with more than a single cell would use such a thing? And he needs to provide proof that he made a good faith effort to notify tenants? And he's a jackass?
I have achieved new floor covering for the dining room. After dinner, I empty out the damned room and sit down to cut up the old rice covering with a utility knife (less messy and easier to haul to the dumpster.) And then clean the shit out of the floor. Then arrange the new rug/mat. Then put everything back. I'm already tired.

He sent an e back that reads I must pay the amount in full.Tell him you need his personal assurance, in writing, that if the second check ends up forwarded to him, that it will not be cashed, and will be mailed back to you. Tell him you refuse to risk having insufficient funds in your account because of his mismanagement of his billing, and if the second check is cashed, he will need to deduct any and fees you incur for bounced checks, from your next month's rent.
He moved, without having the post office forward his mail, or giving you his new address. You have no reason to believe he won't be stupid again.

Allyson, is there a tenants' union you can contact about this? Because between this and the whole toxic leaking roof thing, I think you should talk to a renters' advice group before paying the extra charge.
