Typo Boy, just an fyi, but GSM technology is not used in Japan. [link]

Most Japanese cell phones can only be used in Japan. Even though they use W-CDMA, they won't work in many other countries that use CDMA because the spectrum is different. And U.S. cell phones won't work there, unless they have Verizon Wireless, a special phone, and a lot of money.

If you read the entire page I linked to (a friend who lived in Japan says it's accurate), your friend is going to have to jump through some hoops to get a cell phone. IMHO, I'd get the cheapest phone possible since it will turn into a brick once he leaves the country.

OK so is he better off trying to get a phone here that will work in Japan? He has a work rather than tourist Visa in Japan, but that sounds like it won't be enough to let him get a prepaid phone.

They're very difficult to find here. It sounds like he'll have to get an alien registration card, so I'd just get one over there.

All foreigners, who stay in Japan for more than 90 days, need to apply for an alien registration card within the first 90 days of their stay. Applications are to be made at the local municipal office (e.g. city hall). The alien registration card is an important document required for opening a bank account, obtaining a cell phone and similar activities. Loaded skype on laptop. when skype loaded (whether signed on or not) beeps continously. stops when signed out. If microphone muted most of beeping disapears, rest with line-in muted. But you cant use skype with mic muted.
