It only keeps tracks of WP.com, and not WP.org, but that's no big.

So, when you try to save a file to the c: drive, do you get a message saying please give admin credentials, or does it just say you can't do it at all?
Is UAC turned on or off?
it tells me i can't do it at all. even though i'm set up as the Admin.
UAC is turned down to notify me when changes are trying to be made to programs. should i turn it off completely?
Can't hurt to try it and see, you can turn it back on afterwards if you like.
What anti-virus or other security software is running? Is it set to check files before write operations? That can sometimes restrict allowed write locations as well.
In mine it looks like there's not much access granted by default to Program Files in particular. What is it you're trying to write there? Are you able to save stuff to other folders, like your document folders under your user, etc.?
I have AVG anti-virus running.
I just save programs there, like, AVG or VLC. i can save things to other folders with no problem. i'll try turning the UAC off completely the next time i want to save something to the Progam File and see if that does the trick. i think i had to do the same thing with Vista.
This is barely a technical issue, but when I post animated GIFs to tumblr using their "photo" option, the animation is killed. What am I doing wrong?
Just a guess--are you sure they allow animated GIFs?
Also, if an animated GIF isn't animated after you upload it, that means they must have some software that turns off the animation in the GIF, right?
Is your animaged GIF set to animate indefinitely?
