Is that the disk cleanup and defragmentation tools in the control panel? I do that a lot too.
I think it is a 3rd party free program. Not anything that installs with Windows.

That looks informative... but I still can't get it to do what I want. The current sticking point is that I want to be able to turn wordwrap off, but give the user the ability to enter hard carriage returns to force a new line when they want.
OK, I got the manual line break to work when there are otherwise no word wrapping.

Damn, that's simple. Now I need to get Javascript to switch between this and automatic word wrap, but I think that shouldn't be too hard....

CCCleaner will do a very enthusiastic job of cleaning stuff off your computer ... possibly including some stuff you want.
It is a third-party free program and it will clean your system up. But make a back-up of files and make sure you can re-install any non-original programs when it's done.
If you're running Vista, you can always create a System Restore point. I don't remember if that was possible with XP.
XP creates restore points.
Actually if you download CCcleaner I think the registry cleaner is more important in speeding things up than the cleaner. These days even old computers usually are not that low on space.
CCclean has checkboxes. You can uncheck boxes for word various MS applications you might not want cleaned. (It tends to put word setting back to fuckin default so I really suggest unchecking the MS office boxes.)
And I really suggest downloading smart defrag. It optimizes your disk much better than the default utility that comes with XP.
Either smart defrag or CC cleaner tries by default to download a toolbar as well as the utility. Just say no to toolbars that come with utilities. Also on smart defrag, go into the auto defrag section and turn auto defrag off so it does not constantly run in the background.

Both CCcleaner and smart defrag are useful, but smart defrag will give you more speed than CCcleaner. But CCcleaner does give you some speed, and the registry cleaner will prevent various other problems as well - will extend your computer's useful life.
