AT&T has announced that they're getting rid of their unlimited data plan, and replacing it with a 2GB capped plan: [link] (including the iPad).
This is all effective June 7, when it looks like the new iPhone for AT&T will be released.

What do they mean by tethering?
Using your phone as a laptop modem.
So your options are buy a phone quick, get the unlimited plan, and feel screwed when the shiny new phone comes out on Monday or b, wait for the new phone and get screwed on the plan. Awesome marketing strategy.
Or, wait, C, sit back and wait for the Verizon phone. Well, my decision making just got a lot easier anyway.

AT&T, Verizon, or Sprint? That's my dilemma. I can get a good smartphone from any of them.
