Owen reads Teeny Titans regularly. It's a very good start for very young kids. Few words, easy action to follow. DC has also started some kid-friendly Super Friends titles. There was also a 3 part Toy Story series (The Mysterious Stranger) which Owen is wearing out from cover to cover.

When we buy comic books for TCG's nephew we try to look for the Y symbol on it to make sure it is appropriate.
