NBC news and the AP are calling the race for Webb. Apparently an unnamed spokesperson said Allen will concede Thursday evening.

From what I recall from the rundown on NPR, the vote isn't certified until around Thanksgiving. In the meantime, they are going over provisional ballots and doing double checks. Once certified, if it is close (1%) there can be a challenge and they do a recount. Which could take the month of December.

I may be conflating that with another state, though...Montana, maybe? They interviewed the election official who took the blame for the late counts. It was funny. He was embarassed. And completely upfront about it being all on him.
