I don't understand projections. For example, CNN projected Lieberman to win. But now, 30 minutes later, it's Lieberman 45% and Lamont 45% with 11% of the precincts reporting.

I think it's based on what they expect to see versus what they saw. Like, in New York, if upstate was leaning toward a Democrat state-wide, it would be a good bet that they'd win, since the city is so Democratic.
