You can, but the internet phone people can't. They can use their phone when your usual tower is out, but you might have difficulty.
Do you have a wired phone or just a cordless? Make sure there's battery backup for the base if you want it to work when the power's out. A lot of them don't have this.

The last time we had a big blackout, I didn't know, because I only had the cordless phone, and it wasn't ringing. When I started figuring it out, I just plugged in my backup phone.
