Thank you for that link, ita! I tried to read an article about that experiment earlier, and it wouldn't load.

Cashmere, this was the part of that story that really jumped out at me:

The funds for “commemoration of success” in Iraq and Afghanistan were originally tucked into last year’s defense measure, but went unspent amid an uptick in violence in both countries that forced the Pentagon to extend tours of duty for thousands of troops.

It's not just that they've set aside money for a victory party, it's that they set it aside over a year ago, and have just been renewing it in every budget revision. I feel like someone ought to have proposed moving it into the "rebuilding houses we've blown up" fund by now.
