The pdf "advisory" I read from the AG's office mentions earned time, but doesn't mention holidays...

No, but what places do that require employees to take their own time for holidays, is build holiday time into what the employee earns for time. It is more likely that your friend's employer didn't explain how it works than it is that your friend is getting screwed.

eta...

The reason our holidays got deducted from our earned time at MGH was that not all of our employees were off on holidays (nurses, docs, janitors, lab people, admitting, etc. etc. etc.).

I guess that I just don't like being told what to do :) I'm irritated by the fact that you are required to take a vacation day without having the option to work. The employer should just reduce the number of vacation days and list the holidays as holidays (which is essentially the same thing, it just sounds better)

I am honestly much less bothered by the holiday thing than the lockdown thing.

The only thing that bothers me about the lockdown is the fact that that program is sharing space with a company that shouldn't have to share their lockdown.

I totally get that the program needs the security. My sister works in the DFCS and some of the issues with supervised visitation can get extremely scary. And that goes without saying when you're dealing with abusive parents.
