I guess the org organizes a program that allows dads who beat their wives/partners to interact with their children, and that time together takes place at the house that serves also as the offices of the org. So, I assume to prevent these men from kidnapping their kids, or whatever, they are on lockdown.
Yeah, in a fire or other emergency, you really want to have many CHILDREN trapped in a building too.
I get that cost might be an issue, but surely some kind of bracelet (like the ones they put on parents/newborns in hospitals) would be smarter than locking everyone in the building.
I am just flabbergasted that ONE person for a MOMENT thought this was a good and feasible idea, let alone making it a program and process. OMG.

I wouldn't think that you have to give them any information. Just call and ask if there is a law or regulation against requiring employees use vacation days on a holiday when they are required not to come to work.
