Do we have anything that points to the fact that Claire was actually in the fiery building when it went up? Could someone have snitched her out of the building, allowing the mom to think she had been killed to function as a cover? They could know that biomom has powers and want to study Claire.
Would Eric Roberts have said "If she manifests we'll take her back" to Bennett if she had already been known by the Company to survive a fiery blaze? I figure if Claire was some kind of Company loyalty test for HRG, they would have called him on it already.

I suspect that they found her in the ashes, and surmised that she might be special because she survived, but they weren't sure.
