Stargate finales (nearly) always end with a cliffhanger, so, if they didn't know beforehand that this was it, it's not surprising, at all, to me, that they have loose ends.

I really don't understand where this view comes from. I get that he hit on Rose and kissed the Doctor, but...I don't get why everyone thinks of Jack as this sex machine. I mean, he barely even came across as bisexual to me. There was just that one kiss, as far as I know.

You mean apart from talking about sleeping with his two would-be executioners (one of each sex)? And flirting with the soldier during the Lonley Child/Dr. Dances (can't remember which)?

I don't see him as a sex machine so much as sex positive, in a "So you've finally shaken off those pesky Puritanical roots, America! What will you do now?" "Oh, I think the question is what won't I do, Universe." kind of way.
Yeah, I must have missed all that.
Don't forget the flirting with that network programmer on Gamestation in "Bad Wolf." And basically every interview Russell Davies and John Barrowman have given that involved talking about the character.
