By waist size, do you mean your natural waist, or where your navel is, or where the waistband of the jeans hit? Inseam also works best if you have a standard style of jeans.
By waist size, I mean the number of inches around of fabric the garment has at its waist. (Which may or may not be where my own waist is.) Inseam is pretty straightforward as well: the measure from the garment's crotch to the garment's hem. How those fit on me is another matter; but if I at least knew that the "size 25" meant "inseam is 25 inches", I would be able to determine that my legs are a lot longer than that, so unless the crotch is somewhere halfway down my thighs, that won't fit me.
I don't think it's possible to do measurements on the body and make that a sizing system. People measure in different places, or the garment isn't designed for what the person is measuring for, etc. etc. But describing the garment by its own measurements, that seems like a feasible thing to do.

Move over diamonds, body scanners are soon to be a girl's new best friend.
A crop of the 3-D, body-measuring devices are replacing outdated sizing paradigms, and they're making shopping for clothes that are inconsistently sized and unrealistically fitted a little less painful.
"These scanners are taking body measurements that are converted into patterns from which garments are cut," said apparel product development specialist Lenda Jo Connell from Auburn University.
"This saves a lot of time because, otherwise, it's a one-on-one, hands-on process," said Connell. "It lines up with mass customization and is one of the islands of technology … that are beginning to link together so that you can get scanned, and that information is used to produce a garment for one."

But, Nutty, then you get a closet full of pieces of xlothing of different "sizes" if the garment's waist hits me in different places.
Eh. I'm a 6+. I vary starting from there. Knowing my natural waist is 28 and my hips are whatever gives me another starting point. But it's nothing hugely different, in my estimation. Women's clothes have such varied styling. Men's less so.
