I think 31.5" is the length and the hip measurement is 19" with the skirt flat, so 38" maybe.

Speaking of tiny suits, I gave Franny a princess Barbie the other day--Belle. Well MiL is totally delighted and pulls out a wee case full of her old Barbie clothes (plus one poor doll with a home cut that I have dubbed Punk Rock Barbie). Man, she had the good stuff!
