meara, the ways of the DC court system are ... strange. You do get some characters. You used to be able to get out of it fairly easily - turn up saying "I love cops! Cops always tell the truth! I've been a victim of crime!" and they'd let you off. No more, alas.

sj, for thigh-highs, etc., you might try one hanes place. They have "slightly irregular" things, which tend to be cheap(er).

I think 31.5" is the length and the hip measurement is 19" with the skirt flat, so 38" maybe.
