Consuela, is there a resource that summarizes archaeological law state by state?

Connie, oddly enough, I did that research for a paper once, but it was a long time ago and the laws do change. You're better off identifying the state and then running a search on "burials" in the state code (assuming it's online) and see what it finds. Most states do have rules about what to do if you find an unmarked grave.

Looking back, I see it's Pennsylvania. So I would go here, however that looks like it only addressed known burials, rather than undiscovered ones. I recommend looking for guidance on Pennsylvania's cultural resources/archaeological sites law, if there is one--that may help, since unmarked graves can also be considered archaeological sites.
