Maybe because it was a little early in the history of the world for metal? Then again, I like "Doctor Who" where timelines are sometimes fed into a blender.

It did kinda harsh the primal vibe the First Slayer had in "Restless" what with having tooled metal around in the same society in which she was sleeping on a bed of bone. But we do know that unlike in the real world, there were sentient beings in Buffy's world capable of creating tools and technology millions of years ago. (Possibly billions if Illyria's speech about walking through the primal ooze is taken at face value.)
