Typically speaking, spayed female cats are higher in the social structure than neutered males. She may very well be asserting her dominance, and they may well be not challenging her.
This social structure does not seem cut-and-dried, as Harvey is very much Sammie's boss, but then again, he raised her, so she's got daddy issues. On the other hand, I have seen her boss intact males who bossed Harvey around. So I think that is a private arrangement between them.

He changed rooms with someone and is now in "Hershey Amusements," which frankly isn't any less scatological.
It's the US Army War College. It's a Masters program, usually only for colonels and lt. colonels as preparation for becoming generals, but two years ago they opened it up to 4 State officers of equivalent rank (DH is a Lt. Colonel). Not sure what the Army's goal is, but DH's goal is to simultaneously get a Master's degree to prepare for his second career when he retires in 6 years, and to represent the Diplomacy Option to our uniformed brothers, promoting the idea that there are strategic options other than bombing the crap out of people.
The first goal seems to be going better than the second goal. Actually, the professors are on board, but the other students have no use for anyone non-miltary.
It actually sounds fascinating, if only we lived in a time where war was just a theoretical area of study.

I have faith in Fay's ability to do anything she says she does well. Also I always put cocoa in my chili, and people who use envelopes of chili seasoning mix do too. In fact, I originally got the idea to put cocoa in my chili by reading the ingredients of one of those packets. Then when I lived in Arizona I learned that traditionally, and by traditionally I mean Aztec tradition, chocolate goes with chili for a very spicy combination. Making chocolate a sugary thing was a European idea.
I also add cocoa to my homemade spagetti sauce. It adds a rich depth that I really, really like. And so do most of the people who try it.
