Deena, I'm tempted to find some complicted shorts that he'll have trouble getting off--but then when I actually want to start the toilet training, that could work against me. Cashmere, can he undo overalls? You can probably get cute overall style shorts, and maybe he can wear onesies or another style shirt that snaps at the crotch, underneath.
You could just try to start training him and see what happens. Every time he gets naked, bring him to the bathroom and see if he'll give it a shot.

He does have one pair of overalls. And a snap-crotch polo shirt. He's not a big fan of either.

Well, Ruthven is pronounced exactly how it looks. Tzepesh is zeh-pesh. (And yes, both the names are vampire references, because I'm a big cliché. But Pete came up with Tzepesh first!)
