Re: TV and kids under two, I think physically they are concerned about lack of activity and sedentarism, and psychologically about attention span and behaviour problems. I've seen studies about the latter specifically addressing the under-2 demographic, but am only guessing about the former based on what you see them saying about older kids and TV.
