I am definitely not defending *your* Nice Boss in particular, Hec, but something to keep in mind is that maybe she totally wants to tell you but she's been told she's not allowed to.
Even if you said something like, "you can be straight with me and I won't tell *anyone* that I heard it from you" is too risky for her (if she wants to tell you, that is). There's a number of people out there that could give a rat's patootie about taking others down with them when they find out they're being let go from a company.
Perhaps, and I could be wrong, but perhaps she's had bad luck in the past with a similar type of situation or has a vision of LA Boss telling you that you've been laid off and you yelling to LA Boss, "Yeah, fucko? I know! Nice Boss told me a week ago and I've been fucking up all kinds of computer programs and deleting Important Shit ever since!! EAT IT!"
Just a thought. I'm sorry you're getting a shitty deal but maybe hold off with the judgement on Nice Boss, if at all possible.

Yeah, not good enough. I'm certain she's been expressly forbidden to talk to me about it, but you have to make your own moral choices. I'm not just an employee here - I work with her every day. I've helped her a lot since she's been here.
There's no downside to be honest with me when I ask a question like that. Just be square with me, and I'll be professional, wind things up and exit stage left. I don't know what they're afraid of. I'm not a raving loon. I'm not going to go in and maliciously monkeywrench the payroll database.

I temped at a place where employees discovered they'd been terminated when they arrived at work and found themselves locked out of their e-mail and the company network. That was a pretty crappy day.
