I'm assuming it was relatively guided improv, since Cohen had narrative goals he wanted to achieve with the whole thing, but unless there was a script that all or most of the people were adhering to (thereby removing what little point I think the movie had), yeah, I don't get it either.
I feel truly out of touch with current moviedom. I only recognized about half of the nominated movies.

By that logic, if someone wrote an original Sherlock Holmes film (with a plot not based on any existing book), it could only be considered for adapted. Is that how it works?
