I know I've heard "cowboy up" on COPS, but I figured that was just them doing the macho thing for the cameras.

"cowboy up!" has its origins in rodeo, from the cowboy climbing up on top of an animal for a bucking competition. I think it's one of those things officials say when it's time for the cowboy to get ready.
Well, this literal definition sounds like "batter up" as translated for people who don't play baseball. But the "be a grown-up, and if you have the ability, go ahead and spit to show your hauteur" thing, that is a meaning "batter up" does not have.
Good to know Kevin Millar did not just make it up, though. And also, because it does not refer directly to male anatomy ("sack up" is the annoying equivalent), it can be printed on t-shirts without shame.

This is the one you want. I'm shocked and appalled that I'm not listed by name. And a little confused that it's 8pm there, because I'm pretty sure it's 7pm here.
From having heard it in cop/military reference, for a while I thought "cowboy up" meant to strap on your six-shooter (or some extra weaponry) and go after the baddies, a la western movies. I like the less violent interpretation.
