Because I am *that* predictable, I emailed the lady who made it and said "Sooo, how much for you to duplicate that hat?" She quoted me an insanely reasonable amount, so I'm getting a hat in red/black skull brocade.

Does anybody know where to get a charming small tricorn? I don't want the Colonial Williamsburg kind; I want the kind scaled to a lady so that you can tip it forward on your hair.

The only thing I can think of is to look at some of the pirate hats that costume stores sell. I know I've seen smaller-scaled tricorns among those.
