Even if the FBI idea is Rob's, it wasn't where he originally intended the show to go (I assume).
I've never had a sense that Rob's ever had a far-reaching vision of where the show would go. I don't mean that as a dis. It's just, it's never felt like "Buffy," where Joss was always saying he had the last shot in his head since the first day.

Not the details, no, although he knew a few things were going to happen along the way (ie, either Willow or Xander was going to be gay, whoever dating Willow was fated to die) and he knew where he wanted Buffy to end up.
Whereas with Veronica, you never have a sense that they plan beyond the start of the next season, and I don't think Rob has any idea where he wants to Veronica's story to end. And that's a perfectly valid way to make television.
I'm rewatching Angel, and I just sort of watched Expecting. It's not one of my favorites, but I sort of did a mild squee to see Vinnie on my screen!
Now I'm watching She, mostly for the awesome dancing/party montage.
