Which he are you referring to? I was saying that Tim could plan for 13 episodes if he knew they were going to get filmed, regardless of whether they would air or not. Rob, on the other hand, doesn't know how many he's going to be allowed to film, so he is just working under the assumption that he'll be doing a full season rather than planning for 13.
