Oooh -- Woody called Gia right before the bus went over! Thus triggering the bomb!
Maybe it's a combo of that, and what Veronica said to Weevil -- Woody rigged the prize basket thingy so that Dick would win, and made sure that the bomb was in the bag, and figured that Dick would have it with him in the limo. Now -- who was Woody trying to kill? Gia?
